Cause

Fan Motor is physically stuck.

Solution

See if fan will turn by hand. If not check for obstructions around fan causing it to not turn.

Cause

Defective Fan Motor or Main PCB.

Solution

Test fan circuit.

If voltage is present at fan and it will not turn Replace Fan motor.

If no voltage to fan replace Main PCB.
